6th ACER Market Monitoring Report​

The Agency for the Cooperation of Energy Regulators (ACER) and the Council of European Energy Regulators (CEER) in cooperation with the Energy Community produced the 6th edition of the MMR. The Annual Report on the Results of Monitoring the Internal Electricity and Natural Gas Markets consists of four volumes: the Electricity Wholesale Market, the Gas Wholesale Market, the Electricity and Gas Retail Markets, and Customer Protection and Empowerment.

Electricity Wholesale Market Volume

            
            

The Electricity Wholesale Market Volume looks at the performance of European Union (EU) electricity markets. The Volume starts with a review of the main developments that affected electricity wholesale markets in 2016. Second, it shows, in the context of the relevant network code, the level of cross-zonal capacities made available for trade including an in depth assessment of the factors impacting cross-zonal capacities. Third, it assesses the respective performance of forward, day-ahead, intraday and balancing markets at EU level, with a focus on the use of cross-border capacity. Finally, the Volume provides an update on the situation of capacity mechanisms with a focus on the treatment of interconnectors in the national adequacy assessments.

Gas Wholesale Market Volume
  

            
The Gas Wholesale Market Volume looks in depth at the present state of the EU gas markets and their trajectory towards an Internal Gas Market and provides recommendations towards the realisation of this goal. The volume starts with a review of the main developments affecting these markets in 2016. Second, it focuses on appraising the individual EU gas markets’ structural level of competition and level of market functioning primarily using the metrics as defined in the ACER Gas Target Model. This volume also includes an in depth assessment of the market effects of the gradual implementation of the gas Network Codes. It concludes with the results of a survey on any remaining barriers to the well-functioning and integration of EU gas wholesale markets that the Agency conducted among gas market participants.

Electricity and Gas Retail Markets Volume

            
            
The Electricity and Gas Retail Markets Volume monitors the retail prices paid by end consumers at pan-European level for energy in 2016. First, this Volume presents the level and evolution of retail electricity and gas prices, for both household and industrial consumers in EU Members States, Norway and the Contracting Parties of the Energy Community. Second, it illustrates the cost breakdown of the standard incumbent offer for gas and electricity in EU Member States, Norway and – for the first time – in Contracting Parties of the Energy Community. Finally, the volume assesses the year-on-year evolution of the various cost components of the standard incumbent offer.

Consumer Protection and Empowerment Volume

            
            

The Consumer Protection and Empowerment volume looks at the performance of European energy markets from the final household consumer perspective. The volume explores how the relevant Third Package provisions were transposed into national legislation. It analyse in depth public service obligations, consumer information rights, consumer choice, consumer complaints and the protection of vulnerable consumers. The report also elaborates on the existence and effectiveness of consumer protection mechanisms and includes a set of recommendations on how to further enhance consumer rights.
