CALL FOR INTEREST

The Agency calls on EU associations involved in the Electricity sector to express their interest to participate in the Market European Stakeholder Committee.

As part of its effort to ensure effective engagement of stakeholders in the Network Code implementation process, the Agency, in close cooperation with ENTSO-E, ACER is launching a call for interest to participate in the Market European Stakeholder Committee (ESC), one of the three ESCs (with the Connection and Operation ESCs) the Agency intends to set up following the progressive adoption of the Network Codes[1].      

The Market ESC will adhere to the principles agreed upon in the draft Terms of Reference, published on 29th May 2015. As such, the Market ESC is open to all the EU associations, with a stake in the Market-related Network Codes or Guidelines (Capacity Allocation and Congestion Management, Forward Capacity Allocation and Balancing).      

When expressing its interest, each EU association is invited to:      

  • Demonstrate its European-wide scope, as well as its involvement at regional and national level;      
  • Explain the stake it has in the implementation of the Market-related Network Codes or Guidelines;     
  • Indicate the number of seats required justifying why this is so;      
  • Commit to attend and actively participate in all the meetings and to cover the related costs;      
  • To designate a contact person within your association.      

All Market ESC member and non-member associations will at any time be able to access all the material and minutes of the ESCs, which will be publicly available and regularly updated on a dedicated online platform developed by ENTSO-E.        

The expression of interest shall be sent by no later than 19 July 2015 EOB by email to electricity(at)acer.europa.eu with the following subject in the email: ‘Expression of interest in the Market ESC’.       

Next Steps      

  1. After this deadline, the Agency will consider all expressions of interest received and decide on the composition of the Market ESC in light of them. The Agency will do all it can to make sure the Market ESC is representative of as many industry interests as possible. However, candidates should be aware of the limited number of places in the Market ESC. Thus, the Agency cannot guarantee that all parties expressing an interest will be able to take part in this ESC. The list of the EU associations and the number of seats assigned to each of them will be made publicly available on the Agency’s website.      
  2. Within one month after the publication of the Market ESC member EU associations, the latter will be invited to indicate the names and contact details of its representatives (alternates can be designated in case the usual representative would not be able to attend one meeting).      
  3. The first Market ESC will take place on 29 September in Brussels.      
     

[1] Depending on the length of the Network Code Adoption process, the Agency will launch a similar call for interest for the Connection ESC and the Operation one.
