PC_2022_E_05 - Public consultation on the draft framework guidelines on demand response

Overview
On 1st June 2022, the EU Agency for the Cooperation of Energy Regulators (ACER) has been asked by the European Commission to submit non-binding framework guidelines setting out clear and objective principles for the development of a network code on demand response. The network code will aim at enabling market access for demand response, including load, storage and distributed generation (aggregated or not), as well at facilitating the market based procurement of services by distribution and transmission system operators.
Why we are consulting
To inform its decision-making process, ACER is now collecting comments from stakeholders.
All interested parties are invited to submit their inputs by 2nd August 2022 12 August 2022, 23:59 hrs (CET).

Next steps
A public workshop was organised on 28 June 2022 to present the draft framework guidelines.
Update of 11 March 2025: ACER submitted its final proposal for a new EU-wide network code on demand response to the European Commission on 7 March 2025.
